The wastegates in the turbos are too small to vent exhaust manifold pressure away from the turbine. Even with a base actuator setting of 10psi, it will hit 10psi by ~3000RPM and by 5000RPM it is around 18psi, and then by 8000RPM it is around 23psi. Its a hell of a ride as it just keeps pulling harder and harder to redline, but this is a very unsafe condition for the engine.

I am going to port out the wastegate hole and feather the port on the inside to allow more pressure to vent through the wastegate. This should resolve the problem. This never once crossed my mind while putting the engine together though - first time I have ever seen it. Took me the past 3 days to diagnose it. :-/
